Pilot experiments 2005-2007
The Canton of Zurich's e-voting system was successfully tested in the municipalities of Bülach, Schlieren and Bertschikon in the framework of the confederate referendum of 27 November 2005 and subsequently used in the referenda of 26 November 2006, 17 June 2007 and 25 November 2007.
Trial phase 2008-2011
During the trial phase between 2008-2011, the municipalities of Mettmenstetten, Kleinandelfingen, Boppelsen, Bubikon,Thalwil, Männedorf, Fehraltorf and Maur as well as the city districts 1 and 2 of the City of Zurich and the City of Winterthur city district Altstadt were included in the e-voting trials, in addition to the original e-voting municipalities of Bülach, Schlieren and Bertschikon. 2008: expansion of the e-voting experiment to some 66 000 persons entitled to vote (except City of Zurich) on 28 September 2008.
- 2008: expansion of the e-voting experiment to some 89 000 persons entitled to vote (all the participating municipalities and city districts) on 30 November 2008.
- 2009: e-voting is used for all official dates for elections and votes in all the participating municipalities and city districts.
- 2010: consideration of all the Swiss voters of the City of Zurich living abroad for the e-voting experiment on 26 September 2010.
The Statistical Office of the Canton of Zurich will establish a final report on the e-voting trial phase 2008-2011. Based on this final report and the requirements of the Federal Council, the Government Council of the Canton of Zurich will decide in which shape and form and to what extent e-voting will be used in the Canton of Zurich as from 2012.
